Directs the Secretary of Commerce to request the National Research Council of the National Academy of Sciences to conduct a comprehensive study, taking into account the diverse needs of domestic and international Internet users, of the short- and long-term effects on trademark rights of adding new generic top-level domains and related dispute resolution procedures. Describes matters to be assessed by the study and requires the study to make recommendations for policy, practice, or legislative changes.
Directs: (1) the Council to submit interim and final reports to the Secretary; and (2) the Secretary to submit such reports to specified congressional committees.
Authorizes appropriations.
