Amends the Federal criminal code to provide that a person is guilty of an offense if, acting with the state of mind otherwise required for the commission of a crime, that person intentionally engages in conduct that, if successful, would constitute or result in the offense.
Sets forth provisions regarding affirmative defenses (voluntary abandonment of criminal effort under specified circumstances), preclusion of specified defenses (impossibility, or that the crime attempted was completed), proof, grading of the offense, and Federal jurisdiction.
