A bill to prohibit the cloning of humans.
Human Cloning Prohibition Act - Makes it unlawful for any person to: (1) clone a human being; or (2) conduct research for the purpose of cloning a human being or otherwise creating a human embryo. Prohibits Federal funds from being obligated or expended to knowingly conduct any research project to clone a human being or otherwise create a human embryo.
Sets forth a civil money penalty. Prohibits an individual found to be in violation of the prohibition from receiving any Federal funding for research for a period of five years after such violation.
