Social Security and Medicare Trust Funds Protection Act of 1997 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) of the Social Security Act to prohibit the use of the trust funds supporting such programs for certain official time expenditures for employees of the Social Security Administration and the Department of Health and Human Services who are also labor organization representatives.
