A bill to guarantee that Federal agencies identify State agencies and counties as cooperating agencies when fulfilling their environmental planning responsibilites under the National Environmental Policy Act.
State and Local Government Participation Act of 1997 - Amends the National Environmental Policy Act of 1969 to require Federal officials, prior to making environmental impact statements on proposed actions and legislative proposals, to obtain the comments of Federal and State agencies and county governments (currently, Federal agencies) which have jurisdiction or special expertise with respect to involved environmental impacts.
