Amending the Rules of the House of Representatives to require that the expenses of special-order speeches be paid from the Members Representational Allowance of the Members making such speeches.

Amends rule XIV of the Rules of the House of Representatives to require expenses of any special-order speech to be paid from the Members Representational Allowance of the Member making such speech.
