Amending the Rules of the House of Representatives to provide that certain extraordinary bills reported by the Committee on Government Reform and Oversight to eliminate waste and provide reform of the executive branch are privileged.

Amends rule XI (rules of procedure for committees) of the Rules of the House of Representatives to allow the Committee on Government Reform and Oversight to report at any time on bills that eliminate waste, reform the executive branch, and that carry a designation that such bills are extraordinary.
