Rule provides for consideration of H.R. 4259 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. After general debate, the bill shall be considered for amendment under the five minute rule. All points of order against consideration of the bill are waived. Measure will be read by section. Bill is open to amendments. The Chairman of the Committee of the Whole may accord priority in recognition the basis of whether the Member offering the amendment has caused it to be printed in the Congressional Record. Amendments shall be considered read. The Chairman may postpone a request for a recorded vote and reduce to five minutes the minimum time for electronic voting.
