Each amendment may be offered only in the order specified, may only be offered by the Member specified or his designee, shall be considered read, debatable for the time specified, not be subject to amendment, are not be subject to a demand for division of the question in the House or in the Committee of the Whole, and all points of order are waived. The Chairman may postpone votes and reduce to five minutes the minimum time for an electronic vote.
