Amending the Rules of the House of Representatives to require a three-fifths vote to increase the minimum wage.

Amends rule XXI (bills and joint resolutions) of the Rules of the House of Representatives to require a vote of at least three-fifths of the Members voting before a bill, joint resolution, amendment, or conference report carrying a minimum wage increase shall be considered as passed or agreed to.
