Directing the Committee on the Judiciary to undertake an inquiry into whether grounds exist to impeach William Jefferson Clinton, the President of the United States.

Directs the House Committee on the Judiciary to: (1) investigate whether grounds exist to impeach President Clinton; and (2) report its findings, recommendations, and, if the Committee so determines, a resolution of impeachment.
