Amending the Rules of the House of Representatives to allow each Member to designate one bill introduced by such Member to be the subject of a committee vote.

Amends rule XI (rules of procedures of committees) of the Rules of the House of Representatives to entitle each Member to designate one bill introduced by that Member to be heard and voted upon by the committee of jurisdiction during the first session of each Congress if that bill is: (1) referred solely to one committee; (2) covers one subject area; and (3) is introduced on or before March 1 of the first session of that Congress. Requires each such bill that is reported to be considered by the House during that session. Sets forth provisions regarding committee and floor procedures with respect to the consideration of such bills.
