Amending the rules of the House of Representatives to take away the power of the Committee on Rules to report rules or orders waiving the germaneness requirement.

Amends rule XI (rules of procedures for committees) of the House of Representatives to prohibit the Committee on Rules from reporting any rule or order waiving the germaneness requirement of rule XVI (prohibiting admission of a motion or proposition on a subject different from that under consideration under color of amendment).
