Prohibiting any personal staff employee of a Member of the House of Representatives from holding a paid position in the campaign of the employing Member.

Prohibits a personal staff employee of a Member of the House of Representatives from being employed by such Member's political committee or otherwise performing services for pay from the Member's campaign funds while on the House payroll.
