Providing for the consideration of the joint resolution in the House. A specified amendment is in order. The amendment in the nature of a substitute consisting of the text recommended by the Committee on the Judiciary now printed in the joint resolution, modified by the amendment specified in the report accompanying this resolution, shall be considered as adopted. It shall be in order to consider a motion to amend the joint resolution, if offered by the Minority Leader or his designee, which shall be debatable for one hour, equally divided and controlled by the proponent and an opponent.
