Amends the Federal Election Campaign Act of 1971 to: (1) reduce the amount a multicandidate political committee may contribute to a House of Representatives candidate and the candidate's authorized political committees; (2) require, with respect to each reporting period for an election, that at least 70 percent of the total of contributions accepted by a House candidate shall be from in-State individual residents; and (3) waive the preceding limitations for opponents of a House candidate with contributions of personal funds totaling more than $50,000.
