To authorize the Director of the Federal Emergency Management Agency to reimburse certain State and local jurisdictions for expenses incurred in support of Federal rescue and salvage operations in connection with the crash of Trans World Airlines Flight 800.

Authorizes the Director of the Federal Emergency Management Agency to reimburse the State of New York and Suffolk County, Nassau County, and New York City, New York, for expenses incurred in support of Federal rescue and salvage operations in connection with the crash of Trans World Airlines Flight 800. Authorizes appropriations.
