Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make certain permanent resident aliens who are applicants for naturalization or who are unable to be naturalized because of an impairment or disability eligible for food stamps and Supplemental Security Income (and Medicaid) assistance.
