To amend the Immigration and Nationality Act to provide for less restrictive standards for naturalization as a citizen of the United States for certain categories of persons.

Amends the Immigration and Nationality Act to exempt from certain naturalization requirements persons who: (1) have lived in the United States for at least 20 years; (2) are eligible for social security benefits; (3) are U.S. veterans; or (4) are at least 70 years old.
