Quiet Communities Act of 1997- Directs the Administrator of the Environmental Protection Agency to reestablish an Office of Noise Abatement and Control, which shall be responsible for coordinating Federal noise abatement activities, updating or developing noise standards, providing technical assistance to local communities, and promoting research and education.
Requires the Administrator, with funds provided for the Office, to conduct a study of airport noise, examining the Federal Aviation Administration's selection of noise measurement methodologies, health impact thresholds, and abatement program effectiveness.
Authorizes appropriations.
