To amend title 18, United States Code, to provide the death penalty for the intentional transmission of the Human Immunodeficiency Virus to an innocent victim of a Federal offense.
Protection for Innocent Victims of AIDS Transmission Act - Amends the Federal criminal code to provide for imposition of the death penalty, or imprisonment for life or any term of years, upon any person who, during the commission of a Federal offense, knowingly engages in sexual contact with another and through such contact knowingly transfers the human immunodeficiency virus to that person, or attempts to do so, without that person's consent.
