District of Columbia Inspector General Improvement Act of 1997 - Amends the District of Columbia Government Comprehensive Merit Personnel Act of 1978 to allow, at the request of the Inspector General of the District of Columbia, the Director of Personnel to waive the residency requirement for employees of the Office of the Inspector General.
