To authorize the carrying out of a flood damage reduction and recreation project at Grand Forks, North Dakota, and East Grand Forks, Minnesota.

Authorizes the Secretary of the Army to carry out a flood damage reduction and recreation project at Grand Forks, North Dakota, and East Grand Forks, Minnesota, substantially in accordance with the plans and subject to the conditions recommended in a final report of the Chief of Engineers, as approved by the Secretary.
