To improve the adoption system of the District of Columbia.
District of Columbia Adoption Improvement Act of 1998 - Directs the Child Protective Services Division of the Department of Human Services of the District of Columbia to: (1) report to the Congress the number of children under its jurisdiction who are legally free for adoption; (2) establish a database listing and tracking each child under its jurisdiction with the goal of adoption or becoming legally free for adoption; and (3) contract with private service providers in the Washington Metropolitan Area pursuant to a competitive bidding process to perform its recruitment, home study, and placement functions.
