Amends the Federal criminal code to provide that whoever, in or affecting interstate or foreign commerce outside the special maritime and territorial jurisdiction of the United States, unlawfully and knowingly obtains a weapon from a State or local law enforcement officer and knowingly or recklessly uses the weapon to engage in conduct that is a criminal offense, shall be punished in the same manner as if it had occurred within the special maritime and territorial jurisdiction of the United States.
