To amend title XIX of the Social Security Act to deduct a children's contribution from the amount of income applied monthly to payment for the cost of care in an institution for an individual receiving medical assistance under a State Medicaid plan.

Amends title XIX (Medicaid) of the Social Security Act with respect to monthly personal needs allowances deducted from the amount of income applied monthly to payment for the cost of institutional care for an individual receiving State Medicaid plan medical assistance. Requires an additional allowance deduction of up to $100 for any contribution made by the individual's children during a month for the individual's clothing and other personal needs.
