To amend title II of the Social Security Act to establish, for purposes of disability determinations under such title, a uniform minimum level of earnings, for demonstrating ability to engage in substantial gainful activity, at the level currently applicable solely to blind individuals.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to establish, for purposes of disability determinations under such program, a uniform minimum level of earnings for demonstrating ability to engage in substantial gainful activity, at the level currently applicable solely to blind individuals. Repeals the restriction of such minimum earnings level to blind individuals only.
