To provide that in determining the income of beneficiaries for purposes of the so-called minimum-income widows program for certain surviving spouses of military retirees, the Secretary of Defense shall exclude monthly insurance benefits under title II of the Social Security Act.

Amends Federal law, with respect to the "minimum-income widows program" for certain surviving spouses of military retirees under the Survivor Benefit Plan, to exclude from income determination any monthly insurance benefits under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.
