To amend the Omnibus Parks and Public Lands Management Act of 1996 to extend the legislative authority for the Black Patriots Foundation to establish a commemorative work.

Amends the Omnibus Parks and Public Lands Management Act of 1996 to extend, until October 27, 2003, the authority of the Blacks Revolutionary War Patriots Foundation to establish a memorial on Federal land in the District of Columbia or its environs.
