To limit the authority of the Commodity Futures Trading Commission to alter the regulation of certain hybrid instruments and swap agreements under the Commodity Exchange Act.
Financial Markets Reassurance Act of 1998 - Prohibits, with specified exceptions, the Commodity Futures Trading Commission from proposing or issuing any rule or regulation that restricts or regulates activity in a qualifying hybrid instrument or swap agreement during a specified time period.
