Northern Colorado Headwaters Wilderness Act of 1998 - Amends the Colorado Wilderness Act of 1993 to designate specified lands in the Arapaho and Roosevelt National Forests as wilderness.
Directs the Forest Supervisor of the Arapaho National Forest to: (1) consult with the Commissioners of Clear Creek County, Colorado, and with residents in the immediate vicinity, to identify appropriate measures to regulate activities on national forest lands adjacent to Alice Township and St. Mary's Glacier that interfere with access to such areas by emergency or law-enforcement vehicles, that may adversely affect public health, or that impede access by local residents; (2) take steps to implement such measures; and (3) inform specified House and Senate Committees regarding the amount of any additional funding required to implement such measures.
