To amend the Head Start Act to authorize appropriations for fiscal years 1999 through 2004.

Amends the Head Start Act to extend through FY 2004 the authorization of appropriations, in specified amounts, for: (1) Head Start programs; (2) the Head Start Transition Project Act and other transition activities; and (3) longitudinal research.
