Amends the Magnuson-Stevens Fishery Conservation and Management Act to require that the Gulf of Mexico red snapper fishery be managed in accordance with fishery management plans, regulations, and other conservation and management as applied to that fishery on April 13, 1998, except as may be otherwise provided in a plan, plan amendment, or regulation approved in accordance with specified existing provisions. Declares that regulations relating to that fishery published by the National Marine Fisheries Service in the Federal Register on April 14, 1998, shall have no force or effect.
