To prohibit acquisitions of land or waters for the National Wildlife Refuge System if wildlife refuge revenue sharing payments have not been made for the preceding fiscal year.

Prohibits expenditures by the United States in a fiscal year for land or water acquisition for the National Wildlife Refuge System if the Secretary of the Interior has not made all payments required for the preceding fiscal year to appropriate counties in which any fee area is situated.

Makes conforming amendments to the Land and Water Conservation Fund Act.

Makes this Act inapplicable to any acquisition the Secretary is obligated to carry out under a contract entered into by the Secretary on or before the enactment of this Act.
