To properly balance the wind and water erosion criteria and the wildlife suitability criteria to be used in the 16th signup of land in the conservation reserve program.

Provides that with respect to a specified conservation reserve program signup (under the Food Security Act of 1985), certain highly erodible land meeting related wind and water erosion criteria shall: (1) be deemed to meet wildlife criteria; and (2) receive maximum points for wildlife benefits.
