To repeal sections 1173(b) and 1177(a)(1) of the Social Security Act, to prohibit Federal agencies from constructing Federal law as authorizing the establishment of a national medical identification card, and for other purposes.
Medical Privacy Protection Act of 1998 - Amends title XI of the Social Security Act to repeal: (1) the mandate for standards for unique health identifiers for each individual, employer, health plan, and health care provider for use in the health care system; and (2) the offense of wrongful disclosure of such identifiers.
Prohibits any Federal agency or military department from construing Federal law as authorizing, directly or indirectly: (1) the issuance or use of a national medical identification card; (2) the establishment of such a card; or (3) the agency to direct a State to issue or modify an identification card or document for the purpose of satisfying any Federal requirement.
