To amend section 1964 of title 18, United States Code, to provide protection for nonviolent advocacy.
Civil RICO Clarification Act of 1998 - Amends the Racketeer Influenced and Corrupt Organizations Act (RICO) to prohibit any action from being commenced under civil RICO provisions based on any racketeering activity consisting of an act or threat involving extortion. Applies this Act to pending cases, including those pending in appellate proceedings.
