Drug Dealer Liability Act of 1998 - Amends the Controlled Substances Act to provide that any person who manufactures or distributes a controlled substance shall be liable in a civil action to any party harmed, directly or indirectly, by the use of that substance.
Prohibits an individual user of a controlled substance from bringing or maintaining such an action unless the individual: (1) personally discloses to narcotic enforcement authorities all of the information known to that individual regarding all his or her sources of illegal controlled substances; (2) has not used an illegal controlled substance within 30 days before filing the action; and (3) continues to remain free of the use of an illegal controlled substance throughout the pendency of the action.
