To prohibit internet and mail-order sales of ammunition without a license to deal in firearms, and require licensed firearms dealers to record all sales of 1,000 rounds of ammunition to a single person.

Amends the Brady Handgun Violence Prevention Act to prohibit anyone other than a licensed firearms dealer from shipping or transporting ammunition in interstate or foreign commerce.

Requires each licensee to report on sales or other dispositions of 1,000 or more rounds of ammunition (other than .22 caliber rimfire ammunition, shotgun shells, or primers) to the same person during one business day.
