Instructs the Secretary of the Interior to terminate the Minerals Management Service and transfer the functions of the Offshore Minerals Management Division to the Bureau of Land Management, and the functions of the Royalty Management Program to the office of the Assistant Secretary for Policy, Management, and Budget.
