To maintain health care coverage for veterans by the Department of Veterans Affairs for tobacco related illnesses, and to provide for additional authorization of appropriations for the Department.

Entitles to veterans' disability compensation a veteran whose disease or injury is attributable in whole or part to the use of tobacco products.

Authorizes an additional $1 billion for FY 1999 for the Department of Veterans Affairs.
