To prohibit the export of missile equipment and technology to the People's Republic of China.

Prohibits the export of missile equipment or technology to the People's Republic of China. Terminates the prohibition when: (1) the People's Republic of China joins the Missile Technology Control Regime; (2) it guarantees that it does not and will not transfer missile equipment or technology to Iran, Pakistan, or any nation that has not joined such regime; and (3) the President certifies to the Congress that no such transfer is occurring or is likely to occur.
