To amend the Federal Election Campaign Act of 1971 to clarify the right of nationals of the United States to make contributions in connection with an election to political office.

Amends provisions of the Federal Election Campaign Act of 1971 which prohibit Federal election contributions by foreign nationals to revise the definition of "foreign national" to mean an individual who is not a U.S. citizen, a permanent resident alien (current law), or a U.S. national.
