To prohibit United States citizens from traveling into or through a country or area for which a United States passport is invalid.

Makes it unlawful for any U.S. citizen to travel into or through a country or area for which the Secretary of State has declared U.S. passports invalid. Excepts from such ban a person whose passport has been specifically validated for such travel by the U.S. Government. Sets forth criminal penalties for violations of this Act.
