To authorize the Washington Interdependence Council to establish a memorial to Mr. Benjamin Banneker in the District of Columbia.

Authorizes the Washington Interdependence Council of the District of Columbia to establish a memorial in the District to honor and commemorate the accomplishments of Benjamin Banneker.

Prohibits the use of Federal funds to pay any expense for establishment of such memorial.
