Amends the Tariff Act of 1930 to authorize the sale of certain gasoline, alternative motor fuels (up to 120 liters per vehicle), and motor oil (up to six liters per vehicle) at duty-free sales enterprises without the prior approval by the Customs Service. Prohibits the Customs Service from prohibiting the sale of such items unless the Secretary of the Treasury determines that: (1) there is a pattern of re-importation of the items without declaration; and (2) other means of preventing their re-importation without declaration are not available.
