To provide for reductions in duty for carbamic acid (U-9069).

Amends the Harmonized Tariff Schedule of the United States to reduce the column one duty rate for (3-((dimethylamino)carbonyl)-2- pyridinyl sulfonyl)-, phenyl ester (carbamic acid) (U-9069) to: (1) nine percent for such goods entered, or withdrawn from warehouse for consumption, during the period beginning on the 15th day after enactment of this Act and ending December 31, 1998; (2) 8.3 percent for goods entered, or withdrawn from warehouse for consumption, during calendar year 1999; and (3) 7.6 percent for goods entered, or withdrawn from warehouse for consumption, during calendar year 2000.
