Illegal Foreign Contributions Act of 1998 - Amends the Federal Election Campaign Act of 1971 to prohibit contributions or expenditures by a foreign national in connection with the election of candidates for political office. Redefines foreign national to include any individual who is not a U.S. citizen, whether in the United States lawfully or unlawfully.
