Prohibits issuance of an interim or final rule to suspend road construction in roadless areas on public domain units and other units of the National Forest System pending public hearings in each unit and submission of a report to the Congress detailing the moratorium's effect on: (1) forest health; (2) multiple use activities; and (3) States and local communities.
States that if an interim or final rule is issued before enactment of this Act, the Secretary of Agriculture shall suspend its implementation until the hearings and report are completed.
