To amend the Taiwan Relations Act.
Taiwan Self-Defense Act of 1997 - Amends the Taiwan Relations Act to declare that the Joint Communique of the United States and China of August 17, 1982, is superseded by the U.S. policy of making defense articles and defense services available to Taiwan in quantities necessary to enable Taiwan to maintain a sufficient self-defense capability.
